Why Congress should reauthorize, strengthen the SBIR program

As Emily Murphy writes in her Federal News Network Commentary, "Over the past 40 years, the Small Business Innovation Research (SBIR) program has contributed substantial innovations in the defense, civilian and private sectors."

Murphy is concerned that despite significant results -- 70,000 patents and 700 public companies -- the SBIR program expires on September 30, 2022 unless it is reauthorized this by Congress. She offers three ways for Congress to strengthen SBIR's effectiveness:

1. Increased Phase III transparency to better track the innovation that results from the award.
2. Make it easier for agencies to access the results of Phase 1 and II awards.
3. Congress should make the SBIR program permanent.
