Improving the Safety and Security of Biological Research, Executive Order 14292, May 5, 2025
Seeks to manage risks associated with both non-federally funded research as well as federally funded research. Sets limits on federal funding and contracts for certain types of biological research, specifically foreign-backed research and gain-of-function research related to alterations of organisms to give them new biological functions.
From the Order:
Section 1. Purpose. Dangerous gain-of-function research on biological agents and pathogens has the potential to significantly endanger the lives of American citizens. If left unrestricted, its effects can include widespread mortality, an impaired public health system, disrupted American livelihoods, and diminished economic and national security.
