The executive order directs GSA to become the primary buyer of "common goods and services" for the federal government, formalizing and greatly expanding the agency’s long-standing leadership role in category management. Waldron emphasized that the repeated use of the phrase "common goods and services" in the EO signals a clear and deliberate framework: GSA will serve as the central purchasing authority for the kinds of products and services most agencies rely on—everything from IT hardware to office supplies to maintenance and repair operations (MRO).
