FAR overhaul targets risk-averse acquisition culture

When it comes to ambitious acquisition reform, rewriting regulation isn't enough - there must be fundamental changes to how contracting officers think about risk. 

Speaking at the Baroni Center's recent webinar on the Future of Federal Acquisition, GSA's Larry Allen emphasized that the acquisition workforce needs to know that management is supportive of innovative acquisition decisions. 

Allen also explained how this has been a critical part of the current Federal Acquisition Regulation (FAR) overhaul. 

"One goal is for acquisition teams to feel empowered – and have confidence that their leadership will support smart risk taking and not punish imperfect outcomes."
