Biography

Estelle Tsay-Huang is an Assistant Director at the U.S. Government Accountability Office (GAO) with more than 25 years of federal audit and oversight experience, specializing in financial reporting, internal controls, and governance. She began her career at PricewaterhouseCoopers before transitioning to federal service, where she has held audit roles at both GAO and the Defense Logistics Agency. Throughout her career, Ms. Tsay-Huang has led and contributed to complex financial audits of major federal entities, including the U.S. Securities and Exchange Commission, the Troubled Asset Relief Program, and the Internal Revenue Service. She also served as an integral member of the team that led the latest revision of the Standards for Internal Control in the Federal Government, commonly known as the Green Book, strengthening accountability and internal control practices across the federal government.
