Biography
James Morgan serves as the chief operating officer for ICF, where he leads business operations and transformation across various corporate functions and initiatives. His purview includes our acquisition integration office and project management office, as well as mergers and acquisitions, contracts, procurement, and corporate IT. James also oversees our business strategy and growth efforts in Europe and Asia. Prior to this, James served as the company’s chief financial officer for eight years.
Morgan has more than 30 years of experience working with consulting firms that serve government and commercial clients. James was previously executive vice president and chief financial officer of Serco, Inc. Before that, he spent 18 years with Science Applications International Corporation (SAIC) as the company’s business transformation officer. James began his career at Arthur Andersen & Co.
