The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) is the Department of Defense (DoD) Energetics Center and serves as the DoD Explosive Ordnance Disposal Technology Program lead. NSWC IHD focuses on the research, development, test, evaluation and in-service support of energetics and energetic systems as well as works to provide Soldiers, Marines, Sailors, and Airmen worldwide with the information and technological solutions they need to detect/locate, access, identify, render safe, recover/exploit, and dispose of both conventional and unconventional explosive threats.

You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (CONTRACT SPECIALIST) in the CONTRACTS DEPARTMENT of the Naval Surface Warfare Center Indian Head Division, located in Indian Head, MD.

Position Title, Series, Band: Administrative/Technical Specialist (Contract Specialist), NT-1102-04/05

NT-04: This position is equivalent to the GS-11/12 level.

NT-05: This position is equivalent to the GS-13/14 level. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10, $138,868.

Duties:

  • You will award and administer a wide range of contracts that may include construction, architect and engineering, facility support contracts and financial assistance actions (grants and other transactions).
  • You will be responsible for contract management, to include contract formation, drafting/issuing solicitations, negotiations, cost/price analysis, award, contract administration, termination and close-out of various contracts.
  • You will solicit, evaluate, negotiate, and award contracts with commercial organizations, educational institutions, and nonprofit organizations, for furnishing supplies and services and/or construction.
  • You will administer contracts through close-out, assuring compliance with the terms and conditions of contracts, including resolution of problems concerning the obligations of the parties.
  • You will perform cradle to grave administration of federal financial assistance tools in support of various financial assistance program with various legal authorities, statutory requirements and various recipients.
  • You will be required to interpret regulations and policies imposed by higher organizational levels.
  • You will prepare and issue requests for proposals, request for quotes, broad agency announcements, evaluate proposals, develop business case decisions for award, develop award documentation.
  • You will participate in the planning phase, source selection phase, documentation of the award decision phase, and through contract and/or financial assistance award.
  • You will advise customers and develops procurement milestones.
